According to Insider confidential sources Enterprise Mayor Kenneth Boswell doesn't like a new manpower study published about his city. Why? Because the report shows just how deeply entrenched corruption has strangled Enterprise and it shows how priorities of saving lives takes a back seat to the whims of long time Dixie Mafia gangsters and loan sharks,  who apparently run the show in Enterprise. 

According to our sources, Boswell is incensed about the 2005 Auburn University report and wants to keep it a secret so bad that he has resorted to sending word out, "Any employee who talks, speaks or mentions the report will be fired"!  Insider Magazine spoke with city personnel director Kelly Speigner who denied knowledge of the report and maintains that the city has yet to hear from the Auburn University Center for Governmental Services. 

According to Speigner, Enterprise contracted for services with the university in January 2005 to evaluate job descriptions and commensurate salaries but has yet to receive recommendations or a report on findings of the $15,000 study. The Auburn University Center for Governmental Services does not answer it's telephone and confirmation of a separate study could not be confirmed.  According to Boswell's executive secretary, the Mayor was too busy behind closed door meetings to confirm or deny accusations that he would fire city employees for disclosing existence of the report. 

The Auburn University study published June 25, 2005 under the heading "Alabama League of Municipalities & Center for Government Services" is apparently the same one contracted for by the city in January 2005.  But, the difference is that the study is over 400 pages in length and details salaries and positions for every city in the state of Alabama with a population over 20,000. it is available for digesting online if you have Adobe Acrobat Reader 7.0 by clicking this link...2005MunicipalWageSurvey.pdf"

My father was Chief of Police at Enterprise during the late 50's and middle sixties and made a whopping $75.00 per week.  I don't blame Boswell for being outright embarrassed, after all he rakes in a measly $35,000 a year to attend a few meetings while his cops are paid on par with janitors, street sweepers and city trash truck drivers.

Insider news sources revealed that 10 Enterprise police officers quit their jobs in the last few weeks, but Speigner has refused to confirm these facts and referred us to the City attorney although Alabama open records law requires her to disclose the information.

The line up of Enterprise City department heads making big bucks while the city is short on warriors is equally impressive with un-degreed top managers averaging from $75,000 to a low of $50,000.  As a teenager in the early 60's I remember my mother going to work in a shirt factory just to put food on the table while my father was Chief of Police.

I will never forget the look on my father's face that night in the Enterprise City commission meeting when he asked the council for a decent raise so his men wouldn't quit. "Hell Chief, just tell-em to quit, yelled Mayor Jug Brown, Commissioner Lolley weighed in, shit ...they are a dime dozen, call up some Ozark cab drivers! "

There has always been this unwritten code by Dixie Mafia associates who get connected into government, holding the reigns of power and that is "Don't pay Police Officers squat! Make them corruptible and unaccountable.

 Things haven't changed much in this little hot bed of corruption since I left, except Enterprise has become the murder capitol of the South. Drive by shootings, department store hostage takeovers, bank robberies-murders, grocery market robberies and a endless flow of drugs from Mexican and Afro American street gangs make living there unexpected hell.  There is no law except Dixie Mafia kangaroo court law and it is a circle of endless, senseless crime that is the prime industry of Enterprise.

When I was growing up in the back seat of my daddy's police car, Enterprise's revenues came mostly from the police department waging war on poor blacks and low class whites who would take a drink or sell beer and moonshine whiskey in a county where alcoholic beverages were once outlawed.

It was common for city court to be held every Friday afternoon with dozens of blacks and whites lined up to pay "multiple fines" often in excess of $1,000 for possession of a single can of Budweiser beer. Resisting arrest was an extra $500 and late 60's police beatings were free.

Under Enterprise's continuing magistrate system defendants make deals to pay at least 1/2 their weekly income to the City of Enterprise in exchange for their continued freedom. If you don't pay up, you get to spend time in the slammer.

Things haven't changed a bit since I was a teenager, city court is now held on Monday, drugs are the major source of revenue and court officials put up a privacy panel to shield from view, repeat offenders and sanctioned drug dealers who want to pay off and stay on the street. Behind "whisper wall court proceedings", a City Judge extorts, finagles, pries and otherwise gets every pound of flesh from a guilty defendant and his family to feed the city coffers.  Families wind up losing their homes and futures to forfeitures with judges and lawyers personally gobbling them up at courthouse sales.

Often defendants have nothing left and they are put to work for the police in reverse sting operations and drug buys intended to snare more revenue for city coffers. A few of the people have been my mothers tenants in homes she rents, she gets no income from these people as they don't have any money. In the past when she evicted them for not paying the rent and selling drugs she was meet with stiff opposition from the police, District Attorney's Office and Sheriff Ben Moates, whose deputies never serve court orders or summons until several months later.

Although the law absolutely forbids preferential treatment for repeat offenders and demands that they be incarcerated for a determined amount of time, a judge working under contract for the City of Enterprise ignores the law. State court prison commitment orders have been known to be executed upon defendants 5 years after sentencing and being lost in courthouse files.  

By circumventing drug sentencing laws designed to keep dope dealers and violent offenders in prison, Enterprise Magistrate's and City Judge have created a revolving door of major revenues and criminal activity for the city allowing it to keep property taxes low, thereby attracting military retirees and senior citizens to the new housing developments in the area, as heavy crime is localized into certain parts of the city. City Attorneys and Mayors are often officers and directors of the new real estate developments and money laundering activities directly benefiting from the scheme.

In Enterprise, your enemies can appear before the city magistrate and swear out a bogus felony warrant for your arrest on any charge. The police do not investigate the charges (according to the Chief that is his policy), they just pick up up and toss you in jail and let the courts sort it out. Enterprise's system puts families at war with each other and illegally use police power to resolve private internal disagreements that have no place in the "public interest" compounding issues that often wind up in death, violence and prison terms for innocent victims. 

Enterprise City court is a Kangaroo system where anything Un-American goes, if you are a defendant and defend yourself then you aren't allowed access to evidence against you and you are not allowed to question witnesses against you. It is a recipe for endless retribution backed up by numerous U.S. Supreme Court decisions allowing Kangaroo proceedings under the "Due Process Clause".  If you fight the system and protest denial of your basic rights the city judge (a local contract lawyer, formerly John Dowling) will jail you for contempt of court as long as he pleases.

 Local defense lawyers love the system and in the past some of them practicing with court sanction were "disbarred lawyers". It takes an act of God to make local police investigate official corruption and unsolved murders, they are overwhelmed, outnumbered and told to back off from higher ups.  

Former Local defense attorney Daniel Carmichael embezzled hundreds of thousands of dollars from client trust accounts and the move to investigate him was rebuffed by local law enforcement to the bitter end, Carmichael eventually wound up in prison. Another local attorney, Donald McCabe practiced before the Coffee County and city courts for years after  being "disbarred by the Alabama Supreme Court for suborning perjury", no mention of the disbarment or the fact he was not licensed was ever allowed to go into official court records of proceedings he was involved with, none of his clients were allowed to know on orders from Coffee County Circuit Judges.

It's all part of a purposely intended corrupt system that good citizens and honest police officers are forced to work in, become corruptible or resign and they have little choice with the Dixie Mafia plan that established sweat shops and chicken processing plants there in the late 70's and early 80's. They did so by building large chicken houses on farmland, financing, controlling, bankrupting and foreclosing on farmer's who didn't read the fine print.   

An influx of poor northern blacks and fleeing ex-felons followed and filled the rough sides of Enterprise making crime more lucrative. After extensive investigation we have concluded that Con-Agra Foods and Wayne Farms operations soon brought another influx of criminals and illegal aliens and Mexicans to the area.

According to inside sources the Mexicans who manufacture and sell their own methamphetamines have gained a business foothold and tactical advantage over local blacks and have taken control of almost all aspects of the drug trade. They are untouchable and have launched an series of mass territorial killings of whole families, men, women and children up and down U.S. Hwy 84 from Valdosta, Georgia to Troy, Alabama.

Enterprise is a continuation of Old South plantation economics where men and women find themselves in a peonage system like the old Mexican Peon. Those unlucky enough to payoff the city coffers wind up in state prison only to be returned back to their old jobs at a fraction of the salary through the bogus work release program....More on the prison payoff system to come...
